Boris P. Eliseev, Doctor of Law, Professor, born in Yuzhno-Sakhalinsk, Russian scientist, since 2007 the Rector of the Moscow State Technical University of Civil Aviation (MGTU GA), Professor of the Department of State Regulation and Law, Full State Adviser of the Russian Federation of the third class. Honorary Professor of Ningbo University of Technology (China). Deputy Chairman of the Council for Education and Science as part of the Coordinating Transport Meeting of the CIS member states. Co-chairman of the Association of Rectors of Transport Universities of Russia and China. He has been repeatedly awarded departmental and state awards from Russia and other countries.

The main areas of scientific activity are the research of flight safety technologies and the management of complex socio-economic systems, including large airlines and higher educational institutions. A large number of scientific papers are devoted to the problems of the implementation of international legal norms and recommended practices of the International Civil Aviation Organization (ICAO) in the national legal system. He is the author of more than 100 scientific articles published in highly rated domestic and foreign scientific publications, as well as patents for inventions.

Boris P. Eliseev is the editor-in-chief of the scientific journal "High Technologies of Civil Aviation" and is also a member of the editorial board of the journals "BRICS Transport", "Transport Law", and "Man and the Law".
